What is the HCBS Waiver Program?

The Medicaid Home and Community-Based services (HCBS) waiver program is authorized in 1915 (c) of the Social Security Act (CMS). States can develop home and community-based services waivers (HCBS Waivers) to meet the needs of people who want to receive long-term care services and supports in their home or community instead of in an institutional setting. Nearly all states and DC offer services through HCBS waivers.

Your adult child living with a disability may be eligible for this type of coverage if they meet the target groups created by your state which can be based on age or diagnosis such as autism, epilepsy, cerebral palsy, or traumatic brain injury. Visit CMS here to locate your state resources.
