What is Medicaid Coverage?

Medicaid is a joint federal and state program that finances health care services for people with low income. In most states, those who qualify for Supplemental Security Income (SSI) are eligible for Medicaid. States have the option to provide Medicaid to those 65+ and people with disabilities with income up to 100% of poverty.   

In some states, people with chronic illness or disability who require certain long-term services and supports (LTSS) but have incomes and assets above the Medicaid limits can qualify to receive LTSS. 

LTSS are designed for the individual who requires a level of care equivalent to that received in a nursing facility. These services can be provided in the home, in the community, or in a facility. Note: Eligibility is determined by assessing health conditions and functional needs of applicants. 

Free consumer counseling is available in every state through state programs that are funded by the federal government. These programs, called SHIP programs (Senior Health Insurance Assistance Program) give neutral advice to Medicare beneficiaries and their families about Medicare, Medicaid, private Medigap insurance and Medicare Advantage plans. SHIP counselors may also assist with applying for Medicare Savings Programs and for filing the Extra Help application with SSA. A listing of SHIP programs by state is available on their website
